Implementation of an ex-ante evaluation with focus on financial instruments (loans, venture capital, holdings, a.s.o.) which are intended for the implementation of  the European Regional Development Fund (ERDF) for the period 2014-2020 in the federal states of Mecklenburg-Western Pomerania and Berlin.

Ex ante evaluation of the ERDF Programme for Berlin 2014-2020

Implementation of an ex-ante evaluation with focus on objectives, strategies and measures as well as on horizontal objectives for the funding period 2014-2020. It also contains implementation and evaluation of the Strategic Environmental Assessment (SEA) which will be applied to structural funds programmes. Due to its character as process oriented evaluation, consultation of the contractor is also part of the tasks.

Measuring the impact of changing regulatory requirements to administrative cost and administrative burden of managing EU Structural Funds

Elaboration of estimations on the changes of administration costs caused by the planned changes of the structural funds regulations (expert for Germany, case studies).

Ex-ante evaluation and Strategic Environmental Assessment of the Operational Programme Objective 3 "European territorial cooperation 2007-2013 Greater Region"

Ex-ante evaluation and Strategic Environmental Assessment, of the "European territorial cooperation 2007-2013 Greater Region" (Luxembourg, Rhineland-Palatinate, Saarland, Lorraine and Wallonia). The ex-ante evaluation embraced the assessment of the Programme along its preparation, including proposals for the improvement of the system of indicators, the quantified objectives and the management system.

Ex-ante Evaluation of ERDF Intervention 2007-2013 in Rhineland-Palatinate and Thuringia

The ex-ante evaluation of the ERDF Operational Programme was conducted for the funding period of the European structural funds (2007-2013). Focus was on objectives, strategies and measures as well as on horizontal issues. For the first time, the Strategic Environmental Assessment (SEA) was applied to structural funds programmes.

Strategic Environmental Assessment of the ERDF Programme of Saarland

Carrying out the  Strategic Environmental Assessment (SEA) for the EU Operational Programme, Objective: "regional competitiveness and employment 2007-2013" in Saarland. The SEA included a system of indicators, an environmental report and the follow-up of a public consultation.

Evaluation of the Interreg III C RFO TOWER

The Regional Framework Operation TOWER - Towards Sustainable Excellence by Innovating Regions was supported under the INTERREG IIIC. Several European partners were involved: Swedish, British, Dutch , Hungarian, French. The evaluation was done in parallel with the programme implementation. The focus was on the analysis of effects at the level of interregional cooperation and further improvement of regional development and innovation strategies.

Midterm Evaluation of the INTERREG III A Programme Germany-Poland 2000-2006

According to the requirement of the European Commission we implemented an update of the midterm evaluation of the INTERREG III A interventions of Brandenburg – Lubuskie and Brandenburg/Mecklenburg-Vorpommern – Zachnodniopomorskie. The main focus was on identifying the existing outputs and results and estimating its probable impacts until the end of the programming period and consequent recommendations.

Evaluation of Supporting Programmes for Rhineland-Palatinate

The project evaluated the Rhineland-Palatinate support programmes “investment stock (Investitionsstock)", "renovation of public buildings (Städtebauliche Erneuerung)” and "rural modernisation (Dorferneuerung)“. Specific methodologies were developed in order to address three main aspects: the effectiveness of the dissemination of the funds, the impact of the distributed resources and the efficiency of the administrative organisation and functions.

Evaluation of the sustainability of the EU Structural Funds programmes of Berlin and North Rhine-Westphalia

These studies assessed the consideration of sustainable development goals within the Berlin and the North Rhine-Westphalia EU structural programmes. The following aspects were analysed: a) the thematic aims of political action, namely if the measures of the OPs contribute to sustainable regional development, b) the management and monitoring level of the OPs. Suggestions were made considering the continuation of these programmes.
